Minutes Council AGM May 2025
Minutes of the Annual Meeting of Stoodleigh Parish Council, held in the Village Hall at 7.00pm on Tuesday May 20th 2025
Members in attendance -: Cllr W Knowles, Cllr J Mansfield, Cllr G Parkman, Cllr J Widdowson and Cllr R Wotton.
Also present County Cllr S Lodge and District Cllrs C Adcock and M Stratton
1. Election of Chairman – Cllr Knowles was unanimously re-elected, proposed by Cllr Widdowson and seconded by Cllr Parkman. Acceptance of office duly signed.
2. Election of Vice Chairman – Cllr Widdowson was unanimously re-elected, proposed by Cllr Knowles and seconded by Cllr Mansfield. Acceptance of office duly signed.
3. Apologies – these were received from Cllr D Wotton and Cllr C Payne. The latter is experiencing some health issues of which the council is fully aware.
4. Declarations of Interest – none declared
5. Retiring Chairman’s Report – this is still to be finalised before the Annual Parish Meeting next week. Cllr Knowles welcomed those new to the council and thanked those who had been in post during the past year. A special mention was given to Sharon Davey who had retired but contributed much during her time on the council.
6. Allocation of Responsibilities –
Planning – Cllr R Wotton agreed to assist Cllr Payne with arranging site visits with initial guidance from others. Cllr Mansfield would produce the minutes and the Clerk would upload to MDDC website.
Personnel – any matters arising would be resolved by the Chairman and Vice Chair
Finance – the current 3 signatories for the HSBC account would continue, with Cllr Mansfield overseeing the cash book/budget on a regular basis.
7. Areas of Liaison for councillors –
Police – Cllr Widdowson
Playground – Cllr Widdowson
Footpaths – Cllr D Wotton
Highways – Cllr Knowles
Parish Hall Representative – Cllr Parkman
Defibrillator- Cllrs Widdowson and Mansfield. Responsibility and the rota.
Website – Geraldine Talbot has kindly agreed to continue with uploading the updates. Cllr Mansfield will post hard copies on the notice boards.
8. Official documentation
The Clerk reminded the councillors that they should be familiar with the Standing Orders and Financial Regulations all of which can be found on the parish website. The Register of Interests should be kept up to date if and when circumstances change,
9. Finance -copies of the budget as formulated in November for 2025/6 and a copy of the cashbook had been emailed to all prior to the meeting.
