Subject: Continuous improvement housing repairs - message from Cllr Chris Daws 

Dear all

You will be aware that I am leading on continuous improvement and over the last six months have made some real progress in dealing with some of the more challenging areas. My attention is now turning to housing repairs, ie repairs to our own social housing stock. I would be happy to hear from any Members who are experiencing delays for their residents in respect of housing repairs that have gone beyond the date the resident was promised/told their repair would be undertaken.   However, I must point out that this must be repairs that have already been forwarded to the Housing repairs team and given a tentative date for the repair to be done.  I also need to draw to your attention that repairs that are emergency or urgent will take priority and may be the reason for delays in non-urgent work.

  1. Crediton to Exeter Cycleway - update (Jamie Hulland)

Jamie reported that he had commissioned external consultants WSP to undertake an outline feasibility study of the route from Crediton to Exeter with a focus on the route between Crediton to Newton St Cyres.  Funding was for £20,000.00 from DCC’s revenue budget.   The work should start at the beginning of next year and hopefully some route options would be generated which could then be consulted on in the Spring.   As well as the route, the consultants would look at key design principles, proposed usage and access points.    

Jamie confirmed that the Boniface Trail Group would be consulted so that knowledge and work to date could be shared.

It was important that any cycleway eventually connected to Exeter.  The Cowley to Exeter stretch should be picked up by Exeter city as part of its infrastructure.  Links could also be made to Tiverton at some point.

It was important to establish if a route was possible. 

Any work should be linked into the local plans of MDDC and EDDC.  Previously Cowley, Crediton and Newton St Cyres had been identified as areas for development and the cycleway needed to be high on the list of infrastructure projects for developer contributions.   Jamie noted that there needed to be a route before developer contributions could be requested but he was happy to take this forward.  Also, if developer contributions are received, it is easier to then get additional grant funding.

Jamie reported that DCC had increased its spending on cycling infrastructure and there was a shift in emphasis away from roads towards walking, cycling and public transport as demonstrated in the de-carbonisation strategy which had been presented to cabinet in September. 

Action Points

  • Jamie to share timescale for feasibility study when available
  • Jamie to ensure that the consultants meet with representatives from the Boniface Trail
  • Jamie or Steve Jarvis to attend future meetings to ensure this item is kept on the agenda.
  • Ensure developer contributions can be allocated to the project (once a route is agreed)


  1. A377- Crediton Urban Realm and Traffic Study (Liz Brookes Hocking)

The Crediton Traffic & Urban Realm Feasibility Study 2018 had been circulated.  This looked at ways to change the environment in Crediton High Street to develop a sense of place that was more focused on pedestrians and cyclists and less focused on vehicles. Changes such as increased pavement width, more planting, cycle lanes and more crossing points should encourage drivers to change their driving behaviour to fit the environment.  This should lead to a reduction in speed, better management of air quality, better traffic flow and a greatly enhanced public realm.

This type of strategy could be of interest to villages along the A377 such as Newton St Cyres and Half Moon. 

Action Points

  • Liz to take the report back to Crediton Town Council to look at the next steps identified in the report
  • Frank to send the document to Richard Chesterton for consideration in the Crediton masterplan, scheduled for 2022
  • Jamie to share the report with Highways (Meg Booth team)
  • Review at next meeting
